Certificate of Authorization
In accordance with the Environment Quality Act, certain activities
require authorization from Ministère du Développement durable, de
l’Environnement et des Parcs.
The Regulation respecting the application of the Environment Quality Act
stipulates that a promoter or user must obtain authorization before carrying
out any work involving
- The use of Class 1 pesticides, as established by the Regulation
respecting permits and certificates for the sale and use of pesticides
(Class 1 pesticides are exempt from registration because they are used
for research purposes or contain one of the six following active
ingredients: aldrin, aldicarb, chlordane, dieldrin, endrin, and
heptachlor)
- The use of pesticides other than phytocides or Bacillus
thuringiensis (kurstaki variety) by aircraft, in a forest environment,
or for nonagricultural purposes
- The use of pesticides in an aquatic environment having a surface
outlet into a drainage basin
Therefore, anyone who wants to carry out a project involving activities
set out in the above paragraph must first obtain a certificate of
authorization from Ministère du Développement durable, de l’Environnement et
des Parcs, in accordance with Section 22 of the Environment Quality Act.
Directive 017
explains what to do and which information must be furnished to obtain a
certificate of authorization for projects requiring the use of pesticides.
