Bonn Climate Change Conference - China invites the government of Québec to its flagship carbon market event

Bonn (Germany), November 14, 2017. – Invited by the Department of Climate Change of the National Development and Reform Commission of the People’s Republic of China (NDRC), the Québec Minister of Sustainable Development, Environment and the Fight against Climate Change, Isabelle Melançon, delivered an address today during the opening ceremony of the Government of China’s flagship event at the Bonn Climate Change Conference, Chinese Carbon Market Day.
 
The Minister took advantage of this prestigious forum to assert the importance of carbon markets in leveraging society towards a low-carbon economy, and described the most recent developments in the Québec-California carbon market, which will soon be joined by Ontario.
 
Among the personalities invited to speak were the European Commissioner for Climate Action and Energy, Miguel Arias Canete, the World Bank Vice President for Sustainable Development, Laura Tuck, and the Governor of California, Jerry Brown, as well the Vice-Chairman and Special Representative on Climate Change Affairs of the National Development and Reform Commission, XIE Zhenhua.
 
Worth noting: at a September 2016 meeting in Québec, Premier Philippe Couillard and Chinese Premier Li Keqiang agreed to broaden their exchanges on carbon pricing.

Highlights:
 
  • Seven Chinese regions have run pilot projects for carbon dioxide (CO2) emission quota exchange since 2011. As part of its commitments under the Paris Climate Agreement, Beijing has announced its intent to start a nationwide carbon market that could cover as many as 10,000 companies in the steel, energy and paper industries, among others
  • Chinese officials have visited Québec twice since 2015 to learn more about its carbon market
  • Québec Premier Philippe Couillard will lead a major economic mission to China from January 20 to January 28, 2018. The mission will provide opportunities for deepening mutual ties, particularly in the fields of the green economy and climate change
  • China is Québec’s premier trading partner in Asia its second most important trading partner in the world
