Forum Inondations 2017 - Ensemble, planifions l'avenir autrement

Québec City, September 6, 2017. – The Government of Québec will hold the Forum Inondations 2017: Ensemble, planifions l’avenir autrement on October 6-7 in Montréal, chaired by the Minister of Sustainable Development, the Environment and the Fight against Climate Change, David Heurtel. Based on science and dialogue, the forum will provide an opportunity for a comprehensive reflection on forward-looking flood-risk and land-use solutions, with the goal of ensuring public health and safety and environmental protection.

The Forum will focus on the following three subjects:
  • Integrated watershed management
  • Flood-risk areas mapping and management
  • Land-use and urban planning: reviewing flood-risk areas regulation
Experts from Québec, other parts of Canada and other countries will inform the process of reflection by presenting winning practices that they have explored. They will dialogue with the members of the Main Table, chaired by Minister Heurtel and composed of government representatives, municipal and regional decision makers, scientists and members of environmental organizations and indigenous communities.

The deliberations of the Forum Inondations 2017 can be viewed live or in recorded format on the following website: www.foruminondations2017.gouv.qc.ca.

Quote:
“This spring’s flooding in Québec demonstrated the urgent need to act to fight climate change and adapt to its impacts on human beings, the environment and the economy. The flood management status quo is no longer acceptable in the current context. Working together over the two days of the Forum, we will lead a profound reflection on flood management, stimulated by the contributions of knowledgeable experts and scientists from Québec, other parts of Canada and other countries. By sharing their expertise and good practices, they will help us identify potential solutions for improving Québec’s resiliency to flooding. Together, let’s plan the future differently to ensure our own safety and the safety of our children. Let’s do it for them!”

David Heurtel, Minister of Sustainable Development, the Environment and the Fight against Climate Change

The Minister of Municipal Affairs and Land Occupancy, Minister of Public Security and Minister responsible for the Montréal region, Martin Coiteux, has also announced a meeting to prepare a comprehensive report on the spring floods. Among noteworthy partners to participate in this December 19, 2017 meeting in Québec city will be municipal actors, especially elected officials, executive directors and fire department chiefs.

Highlights:
The spring 2017 flood impacted 286 municipalities in 15 Québec regions, inundating more than 5,300 homes and forcing the evacuation of more than 4,000 residents and the closure of many roadways. The estimated costs borne by the Special financial assistance program for the flooding that occurred between April 5 and May 16, 2017 in Quebec’s municipalities are close to 350 million dollars, and that is without counting the additional costs of managing the spring flood that were incurred by other government ministries and bodies. This event necessitated the implementation of immediate action to support impacted individuals, businesses and municipalities and foster a return to normal life as quickly as possible.
