2006–2012 Climate Change Action Plan

Programs

Managed by :

The ministère du Développement durable, de l’Environnement et des Parcs (MDDEP)

Action-Climat (French)
This program addresses the needs of NPOs and cooperatives from all regions of Québec that wish to realize awareness projects on the issue of climate change. The program is jointly run with the Fonds d’action québécois pour le développement durable (FAQDD)

Biogaz (French)
This program finances the installation of equipment to capture and burn or valorize biogaz generated by unregulated landfill sites, through the purchase of equivalent CO2 emission reduction rights. The call for submissions went out on February 18, 2008 and ended on May 28, 2008.

Climat municipalités (French)
The Climat municipalités program offers financial support to municipalities for preparing or updating greenhouse gas emission inventories, developing action plans to reduce the level of emissions and preparing plans for adapting to climate change.

Program for processing organic matter using biomethane and composting (French)
This program provides financial support for municipalities and private industry for infrastructures used to process organic matter that employ the above procedures. The program aims to reduce both GHG emissions and the volume of organic matter sent for disposal.

The Ministère des Ressources naturelles et de la Faune (MRNF)

Heavy Oil Consumption Reduction Program (French)
Financial support is available for conducting analyses and for implementing energy efficient measures that target heavy oil or that focus on switching to less polluting sources of energy such as natural gas and forest biomass.

Support for the Manufacturing sector (French)
Financial assistance is available for conducting analyses, and for implementing energy efficiency measures with respect to target fuels such as light fuel oil and propane.

Forest biomass heating assistance program (French)
This program permits building managers to turn to residual forest biomass for their heating needs. Residual forest biomass is defined as unused tree parts (branches, crowns, etc.) that can be recovered. Project promoters can receive financial assistance for feasibility studies and project implementation. The program’s objective is the reduction of 200,000 tons of equivalent CO2 over 10 years.

Refrigeration Optimization Program (OPTER)
This program is encouraging the use of energy efficient refrigeration equipment.

Technoclimat Green technologies demonstration program (French)
This program addresses the financing of demonstration projects for innovative process technologies that offer good potential for reducing greenhouse gas emissions in Québec. Eligible projects must involve demonstrating innovative and emergent Québec technology or demonstrating Québec adaptation of existing technology.

The Ministère de l’Agriculture, des Pêcheries et de l’Alimentation (MAPAQ)

Prime-vert (French)
In pursuance of the 2006–2012 Climate Change Action Plan, new measures have been added to the Prime-vert program. These new measures allow agricultural operations to access financial assistance in order to implement GHG emission-reducing technologies. Among approved projects are the installation of airtight roofing on liquid manure storage buildings to enable the capture and processing of biogas and the replacement of greenhouse or livestock building heating systems that use fossil fuel with biomass or geothermal systems.

The Ministère des Transports (MTQ)

Government assistance program for public transit (French)
The goal of this program is to support public transit authorities in their efforts to increase the availability of public transport.

Government assistance program for regional public transit (French)
This program is divided into three components. The first component addresses rural public transit needs, the second looks to improve public transit planning in areas subject to Conseil Régional des Élus administration and the third targets inter-city bus transit.

Subsidy program to adapt taxis and inter-city buses for wheelchair users (French)
This program aims to make the entire network of inter-city buses and bus terminals wheelchair accessible and to renew and grow the fleet of adapted taxis throughout Québec so as to meet growth in demand.

Government assistance program for alternative transport modes to the automobile (French)
This program aims to support initiatives that encourage walking and cycling, assist employers in implementing measures to encourage their staff to choose modes of transportation other than single-user passenger automobile travel, and promote other modes of transport.

Government assistance program for energy efficiency improvement in road transport of people (French)
This program essentially aims at encouraging the introduction of new technologies (i.e. purchasing hybrid taxis or buses, etc.) to increase this sector’s energy efficiency.

(PAREGES) assistance program for reducing or avoiding greenhouse gas emissions through multi-modal projects for transporting merchandise (French)
This program has two components, one for supporting infrastructure projects, and the other offering assistance to companies using GHG emission reduction transportation solutions.

A government support program to improve energy efficiency in the transport of merchandise (French)
This program seeks to introduce new technologies to improve energy efficiency in the transport of merchandise and thus reduce greenhouse gas emissions. The program includes both trucking and marine/rail components.
