Transportation and the municipal world

Measure 3: Utilize the necessary mechanisms to require manufacturers of light vehicles sold in Québec to meet a GHG emissions standard starting in 2010

The Government announced the coming into force on January 14, 2010 of regulatory standards for greenhouse gas emissions from new cars and light trucks, bringing Québec into line with the North American movement toward more environmentally-friendly vehicles spearheaded by California.

The Regulation respecting greenhouse gas emissions from motor vehicles applies to the model years 2010 through 2016 of cars and light trucks initially sold, leased or otherwise marketed in Québec.


Measure 4: Aim to have gasoline distributors include a minimum of 5% ethanol in their total fuel sales by 2012

Using ethanol as a replacement fuel allows for GHG emission reduction in the transportation sector. In order to facilitate access to this fuel, the Government of Québec wants gasoline distributors to include at least 5% ethanol content in their overall Québec fuel sales. The Government of Québec is focussing on local cellulosic ethanol production from forest biomass, agricultural residues and residual materials, not corn.
In June 2007, the Government of Québec announced the creation of a research chair and its support for two demonstration plants for the production of cellulosic ethanol.


Measure 5: Support municipalities taking GHG emission inventories and action on climate change and in adopting regulations to offset the effects of idling motors

Municipal participation is essential to our collective efforts to counter climate change.  The Ministère du Développement durable, de l’Environnement et des Parcs supports the efforts of municipalities who choose this path.

Turn off your motor!

The Coupez le moteur! program looks to encourage Québec municipalities to adopt regulations that counter the effects of unnecessary motor idling. It supports public awareness campaigns on new regulations and the purchase and installation of traffic signs.

Budgets for a number of 2006-2012 Climate Change Action Plan programs were revised in August 2011. In the case of the Coupez le moteur! (Turn off your motor!) program, the Ministère will honour all project commitments that have already been made, but will be unable to accept new applications for financial assistance. Nonetheless, it will continue to advise municipalities and support them in their efforts to reduce motor vehicle engine idling.

Support for GHG inventories and plans for reducing GHG emissions

The Government of Québec’s Climat municipalités program offers financial support to municipalities that want to start or update greenhouse gas inventories and develop action plans aimed at reducing emissions and adapting to climate change.

Measures 6 and 7: Encourage the development and use of public transit (Measure 6) and the development and use of transportation alternatives (Measure 7)

Québec has a significant potential for GHG emission reduction in the area of urban public transport. In February 2008, the Ministère des Transports unveiled the Québec Public Transit Policy. This policy, which offers the population of Québec viable alternatives to single-passenger automobile transport, is a complementary component of the 2006–2012 Climate Change Action Plan.

Measure 8: Encourage implementation of multi-modal projects for the transportation of merchandise

The transport of goods is essential to the growth of Québec’s economy. The government intends to financially support inter-modal projects so as to help develop a better balance between various modes of transport in Québec’s existing system and lead to significant reductions in GHG emissions.


Measure 9: Implement a government support program to improve energy efficiency in the transport of merchandise

The Government of Québec intends to take advantage of technological innovations to improve transportation efficiency and, by the same token, to ensure that this sector of the economy becomes more competitive. This program will facilitate the purchase of equipment to improve vehicle fleet energy efficiency, such as backup electrical systems (on-board generators), backup heating and air conditioning systems, management systems and on-board computers. With respect to marine and rail transport, the government will favour investments in technological and technical improvements in order to increase ship and locomotive energy efficiency.


Measure 10: Adopt a regulation requiring mandatory use of speed limiting devices on all trucks and setting the maximum speed for these vehicles at 105 Km/h

Since January 1, 2009, manufactured speed limiters are required to be activated and set so as to stop vehicle speed from exceeding 105 Km/h. This measure concerns all operators of heavy-duty vehicles that use the Québec highway network, wherever they may be located.
This action will lead to annual fuel economies in the order of 10,500 litres – or more than $8,000 per truck (tractor and semi) – calculated on the basis of 200,000 kilometres estimated travel each year.
