Actions addressing Québec’s adaptation to climate change

Measure 22: Consolidate climate, hydric and subterranean water resource and air quality monitoring networks

Consolidating and adapting environmental monitoring networks is indispensable for adequately quantifying current trends and the magnitude of ongoing changes, evaluating their impact and preparing adaptive action. The Ministère has taken multiple initiatives in recent months to consolidate climate, hydric and subterranean water resource and air quality monitoring networks.


Measure 23: Perform various evaluations and research related to permafrost thawing, problems of coastline erosion and adapting to the impacts of these climate changes

The impact of climate change on sensitive environments such as permafrost will in turn affect transportation infrastructures. Two research projects under the aegis of the Ministry des Transports will test four different methods for mitigating the effects of permafrost thaw on Nunavik transportation infrastructures. As well, a study financed by the Action Plan is looking at adapting breakwaters and other installations in the St. Lawrence gulf and estuary to reduce coastal erosion.


Measure 24: Determine the vulnerability of Québec forests and the forestry sector to climate change and incorporate the anticipated effects of these changes into forest management

The Ministère des Ressources naturelles et de la Faune (MRNF) is currently studying the vulnerability of forests and the forestry sector to climate change. Initial research results expected in 2010 will be published in a scientific document coupled with a series of recommendations to the government. Some of these recommendations may be incorporated into general forest development plans to be completed by 2013. In addition, climate scenarios generated by simulations made by the Ouranos Consortium will be incorporated into forest development planning in accordance with any identified vulnerabilities.


Measure 25: Reinforce water and air quality management procedures

The most recent evaluations of the effects of air pollution indicate that concentrations remain a public health concern in many regions of Québec To reverse the current trend, the MDDEP proposes to elicit the development of regional and/or municipal air quality plans and enhancements to provincial and municipal regulatory monitoring. Work is progressing towards finalizing the draft regulation on reducing air pollution. Insofar as water management goes, using a watershed approach to planning is a highly appropriate way of preparing to adapt to the effects of climate change.


Measure 26: Support the Ouranos Consortium program

Special financing of 10 million dollars over 5 years, granted to the Ouranos Consortium as part of Measure 26, will allow it to develop research programming that is complementary to its current programming, paying attention to issues that have not yet been looked at such as biodiversity and ecosystems or specific areas of investigation to be added to existing research themes, for example, adding the Great Lakes – St. Lawrence River basin to water research.
