Register of Offset Credit Projects

The Carbon Market

The Register of Offset Credit Projects is a public database that contains information and various documents concerning projects submitted to the Minister under the offset credit component of the Québec cap-and-trade system for greenhouse gas emission allowances (SPEDE). Its contents include all project reports and verification reports submitted pertaining to the application for the issuance of offset credits and the breakdown of the credits issued for each project. The register is updated each second and fourth non-holiday Wednesday of the month.

The register indicates the number of offset credits issued corresponding to the greenhouse gas (GHG) emission reductions or removal of GHGs from the atmosphere as a result of the project. Out of the total number issued, 97% of the credits, rounded down to the nearest whole number, are transferred to the promoter and the remainder are placed in the Minister’s environmental integrity account.

Title: Reduction of GHG emissions at the Marchand sanitary landfill site

Summary description of the project: The operation of the collection network and biogas suction and destruction equipment at Marchand sanitary landfill will be carried out in January 2024. The GHG emission reductions thus obtained will be recorded under the Regulation respecting landfill methane reclamation and destruction projects. This regulation governs the creation of offset credits for the destruction of methane by thermal oxidation in a flare on a voluntary basis. According to initial estimates, the project will allow an estimated reduction emission of around 50,000 tonnes of CO2 equivalent over a 10-year horizon.

Summary description of the project: The installation of a collection network and equipment for the extraction and destruction of biogas at the La Lièvre sanitary and engineered landfills will be carried out in January 2024.The resulting GHG emission reductions will be reported under the Regulation respecting landfill methane reclamation and destruction projects eligible for the issuance of offset credits.   • Modified project title: Reduction of GHG emissions at the sanitary landfill site and the engineered landfill site of La Lièvre
  • Description of the modifications: The project modification is mainly to connect the engineered landfill site (lieu d'enfouissement technique – LET) to the existing biogas capture and destruction system at the sanitary landfill site (lieu d’enfouissement sanitaire – LES) of La Lièvre. The initial project involved only the sanitary landfill, containing 314,015 tonnes of waste and including a total of 26 extraction wells. The modified project extends the biogas collection system to the engineered landfill, containing 114,138 tonnes on November 30, 2015, via three new extraction wells. The connection of the engineered landfill to the sanitary landfill system was completed on November 26, 2015.
  • Summary description of the project modifié: The construction and operation of a landfill gas collection and destruction system at the La Lièvre sanitary landfill was performed under the "Programme Biogaz" of the Ministère. This project allowed for the reduction of GHG emissions totalling 37,122 tonnes from August 19, 2009 to December 31, 2013. Since the “Programme Biogaz” is now over, WSP wishes to continue the voluntary reduction of GHG emissions at the La Lièvre sanitary and engineered landfills under the SPEDE program.

Title: Capture and destruction of biogas – Area B of the RDL engineered landfill site

Summary description of the project : In agreement with the city of Rivière-du-Loup (RDL), a biogas extraction and destruction system was built at the engineered landfill site (lieu d’enfouissement technique – LET) of the city. The biogas is collected from the vertical and horizontal wells of area B in a network of underground pipes and routed to a continuously operating flare for destruction. The site has two separate landfill areas. The present application relates to only one area, the one in operation, i.e. area B.

Title : Reduction of GHG emissions at the Marchand engineered landfill site

Summary description of the project : The Marchand engineered landfill site (lieu d'enfouissement technique – LET) has been in operation since 2006. According to the requirements of the Certificate of Approval, the landfill gas is passively vented into the atmosphere. The main objective of the project is to actively collect the landfill gas produced and burn it in an enclosed flare in order to voluntarily reduce the release of GHG emissions into the atmosphere. The biogas of the engineered landfill site is destroyed by the flare of the Marchand sanitary landfill site (the destruction of the biogas of the sanitary landfill makes up another offset credit project, i.e. LE001), but the measurement instruments of both landfill sites enable the attribution of the emission reductions to each project.

Summary description of the project : A biogas capture and destruction system is in place on a portion of the Nouvelle-Beauce engineered landfill site (ELS) in Frampton. The biogas is collected by vertical wells and routed via a network of collecting pipes to a flare for destruction As landfilling progresses on the site, new (horizontal and vertical) capture wells will be built in the waste mass.

Summary description of the project : Refrigerant Management Canada operates a voluntary collection and destruction program for excess ozone depleting substances (ODS) from the Canadian refrigeration and air conditioning industries. There are no regulations or incentives to recover and destroy ODS at the end of a product's useful life, resulting in ODS being reused or stored indefinitely until gradually released into the atmosphere. Title: Refrigerant Management Canada Ozone Depleting Substances Destruction Project - 2023

Summary description of the project: Refrigerant Management Canada (RMC) was formed in response to the Montreal Protocol in 2000. RMC operates a nonprofit organization which administers a voluntary refrigerant ODS destruction program. As there are currently no regulations or market incentives in place to collect and destroy ODS at the end of a product’'s useful life, they can be reused or stockpiled indefinitely, resulting in their gradual release to the atmosphere. Through the RMC’s voluntary program, ODS from Canadian refrigeration and air conditioning industries is transferred to Veolia ES Technical Solutions in Texas, USA, where the ODS is destroyed via incineration. The project involves the destruction of a pure R-11 ISO tank.
